Strengthening Drought Resilience 2 (SDR 2) is a project implemented in the Afar region of Ethiopia by the Ministry of Agriculture (Project Executing Agency) and the Regional Bureau of Agriculture Livestock and Natural Resource Development (BoLANRD, Project Implementing Agency). The project is supported by implementing consultants consisting of the Consortium of GITEC-IGP GmbH (GITEC) and the NGO Support for Sustainable Development (SSD). GITEC is an international consulting company based in Cologne, Germany. SSD is a national NGO established in 2003 with many years of work experience in Afar region with focus on small-scale irrigation.

This objective is pursued among others through the construction of sand dams and submerged dams. Two sand dams are being constructed in in Ada’ar and Kori Woredas:
Construction of the project is expected to begin in September 2023 and continue until end of 2024, pending and extension of the project phase by German Federal Ministry for Economic Cooperation and Development BMZ through KfW Development Bank.

Education:
- MSc or BSC degree in hydraulic Engineering, Civil Engineering or a similar discipline
- Should have a certified professional license from Ethiopian Ministry of water Resources at least grade 5 in construction Engineer
Requirements and skill:
- Proven working experience in civil engineering and construction project supervision;
- Excellent knowledge of design and visualization software such as AutoCAD, Civil 3D or similar;
- Proficiency in site layout, grading, utility design, erosion control, regulatory approvals etc;
- Strong communication and interpersonal skills
Regional experience:
- Experience in working in rural areas in lowlands of Afar or Somali region.
Donor experience:

Resident Engineer
Project Description
The project Strengthening Drought Resilience 2 (SDR 2) is focusing on improved water supply for pastoral and agro-pastoral communities in Afar region. This objective is pursued among others through the construction of sand dams and submerged dams. Two sand dams are being constructed in in Ada’ar and Kori Woredas:

- Fursa, Dubra, Hafalu Sand Dams (Adaar Woreda)
Construction of the project is expected to begin in September 2023 and continue until end of 2024, pending and extension of the project phase by German Federal Ministry for Economic Cooperation and Development BMZ through KfW Development Bank.
Role of the Expert:
- A site engineer shall be assigned to a construction sites and shall be responsible for the day-to-day site supervision. Specific task include:
- Review the construction programme of the contractor and in conjuction with the project manager devise a process for monitoring progress and flagging potential problems;
- Ensuring all materials and equipment to be used to the works fully comply with the specification and national construction standards;
- Approve the location and dimensions, framework, reinforcement and sufficency of materials, plant and personnel prior to pouring any concrete exceeding 0.1m2
- Ensure materials to be incorporated in the works comply with the specifications and workmanship is to a high standard and in complianace with national standards and the specifications;
- Prepare draft monthly progress reports for submission to the CTA detailing work completed, materials, plant and personnel on site, monitoring physical and financial progress against targets, specific instructions and the flagging of potential issue;
- Maintain a site diary, detailing all deliveries, plant and personnel on site, work excuted, weather conditions, incidents, instructions issued, etc.
- Check the qualities claimed by the contractor and assist in the verification process for the periodic payment activities; and
- Ensure the contractor and his staff fully comply with the contract health and safety requirements and national construction H&S standards and prepare a report on any incidents or injuries that may occur during the course of the contract.

- Conduct safeguards screening using essential tools to prevent and mitigate undue harm to people during the development process;
- Identify all key potential social and environmental impacts and risks of a project and ensure that their magnitude and significance are well understood;
- Provide technical expertise on key issues related to environmental and social impact assessment and on sustainability risks in the implementation of sand dam projects;
- Conduct awareness creation and sensitization of stakeholders, including communities and vulnerable groups on environmental and social dimensions of the project along with suggested safeguards;
- Regularly inspect work environments and employees’ performance to spot problems or nonconformities, and enforce necessary measures when unsafe behaviours or practices that seem risky or unhealthy are found;
- Ensure that all Health, Safety and Environment policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated;
- Ensure the contractor meets its statutory obligations in all areas pertaining to health, safety and welfare at work, including regular reporting;
- Ensure that safety inspections, risk assessments, working procedures are managed, and contractors and employees are aware of their responsibilities in relation to health and safety issues;
- Help contractors to understand and implement the concept of Occupational Health and Safety issues at their working environment;
- Organize environmental and social safeguards orientation and awareness for construction sites labour and local community.

Topographic Surveyor / CAD Technician
Project Description
The project Strengthening Drought Resilience 2 (SDR 2) is focusing on improved water supply for pastoral and agro-pastoral communities in Afar region. This objective is pursued among others through the construction of sand dams and submerged dams. Two sand dams are being constructed in in Ada’ar and Kori Woredas:
- Dakha Bhuyi Sand Dam and Submerged Dam, Eli Badu Sand Dam (Kori Woreda)
- Fursa, Dubra, Hafalu Sand Dams (Adaar Woreda)

Role of the Expert:
- Devise an appropriate AUTO CAD layering system and a standard legend for line thickness/style and font/font size to be used on the drawings.
- Prepare drawings at A3 size with a standard border and title box in the bottom right corner.
- Devise an appropirate drawing numbering system and a digital filing system to store drawings to facilitate easy retrival of the latest version. All drawings shall be plotted to a standard scale and a bar scale shall be included.
- Plot the site survey contour and spot-height maps, together with the location of the geotechnical investigation sites.
- Prepare strip survey drawings that may include a number of strips on one drawing with the match-lines clearly indicated. Site maps and strip survey drawings shall include a horizontal grid. Longitudinal and cross sections of drains and canals shall use an approprite vertical exaggeration.
- Check the position and level of the contractor’s survey benchmarks and deemed it necessary, order the installation of additional bench marks to facilitate the setting out and checking of the works.
- Undertaking any additional surveys deemed necessary to incorporate changes or modification to the designs.

Geotechnical Engineer / International Expert
Project Description
The project Strengthening Drought Resilience 2 (SDR 2) is focusing on improved water supply for pastoral and agro-pastoral communities in Afar region. This objective is pursued among others through the construction of sand dams and submerged dams. Two sand dams are being constructed in in Ada’ar and Kori Woredas:
- Dakha Bhuyi Sand Dam and Submerged Dam, Eli Badu Sand Dam (Kori Woreda)
- Fursa, Dubra, Hafalu Sand Dams (Adaar Woreda)

Key Role:
The geotecnical engineer will be responsible for assessing geological conditions such as rock foundations and other relevant parameters at construction sites for the construction of sand dams. The assessment of such parameters have to be made comprehensively and on time to avoid delays during constructions.
Specific tasks:
- Investigate the foundation condition at the sand dam axis during excavation by the contractor and evaluate if hard bedrock is reached to anchor the bottom structure to it. If the hard bedrock is not reached at design depth, recommend appropriate alternatives to fix the foundation level;
- For each level at which hard material is encountered, log depth and material, and assess the quality and hardness of the materials at the dam foundation;
- Compile a file for the two sites detailing the findings of the investigation;
- Prepare a geotechnical investigation report.
