Logistics Officer

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the Logistics Officer Position in Somali Region, Ethiopia.

Position Profile 

To perform transparent and efficient Logistic management for ACTED programmes in Somali Region. i.e.  all aspects related to Inventory, Communications, assets management, transport etc. The Logistics Officer will report directly to the Senior Logistics Officer. S/he will have direct hierarchical and functional supervisory role to the Logistics Assistant and other staff under her/his Department.

Specific Duties and Responsibilities

Procurement Planning and Supply chain management  

•      Contribute to maintain the national supplier database up-to-date & to nourish it from existing contracts, as well as market surveys;

•      Contribute to improve the reliability of the order follow-up, and its dissemination amongst operational teams;

•      Support major procurement campaigns by providing offers pre-analysis, drafting documentation such as procurement memos & contracts if needed, deploying operational plans under the Senior Logistics Officer’s supervision;

•      Support the efficient & exhaustive circulation, filing & archiving of procurement documentation as detailed in ACTED logistics manual (tender documents, contracts, quotations, etc.);

•      Review & strengthen the Monthly Procurement follow-up, under the Senior Logistics Officer supervision, with logistics & program teams.

Stock Management 

•      Support the periodic inventories, and clear stock discrepancies in a documented manner;

•      Support the efficient & exhaustive circulation, filing & archiving of stocks & deliveries documentation as detailed in ACTED logistics manual (stock reception vouchers, stocks cards, stock exit forms, etc.);

•      Review & strengthen the Monthly Stock inventory report, under the Senior Logistics Officer’s supervision, with logistics & program teams. 

Fleet and Fuel Management 

•      Support fleet reviews, & fleet prospects under the Country Logistics Officer supervision (market surveys, fleet analysis, etc.)

•      Support the implementation of user friendly tools for movements & maintenance planning;

•      Review & strengthen the Monthly Motorized asset report under the SLO supervision, with logistics teams.

•      Support the efficient & exhaustive circulation, filing & archiving of fleet & transportation documentation as detailed in ACTED logistics manual (logbooks, maintenance sheets, administrative authorizations, insurance cards, etc.). 

Support logistics documentation

•      Make sure that filing as defined in ACTED manuals is part of the regular trainings to logistics staff;

•      Review past documentation in coordination & field offices when needed;

•      Ensure the regular documentation flow from field offices to the coordination office;

Asset management

·        Support assets review, and physical inventories;

•      Review & strengthen the Monthly asset follow-up per project code, budget line, with a clear location & user for each asset; investigate and document any loss or damage.

•      Support the efficient & exhaustive circulation, filing & archiving of asset documentation as detailed in ACTED logistics manual (registration cards, etc.).

Communications & IT management

•      Support communication & IT reviews under the SLO supervision;

•      Review & strengthen the Monthly communication costs follow-up; investigate & support solving major over-costs;

•      Support the implementation of the IT plan: handle market surveys of maintenance services, internet connections opportunities, etc. under the CLO supervision;

•      Support the monthly data back-up (server, emails, etc.) as per replication standards;

•      Support the efficient & exhaustive circulation, filing & archiving of communication & IT documentation (lease agreements, security assessments, etc.)

Logistics TITANIC

•      Cross-check the overall consistency of all logistics TITANIC reports;

•      Cross-check real data with TITANIC reports under a random strategy, in particular during field visits;

•      Integrate internal & external audits recommendations into the monthly TITANIC review, as well as regular reviews.

Protection Mainstreaming

•      Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors).

Subordination:

The employee works under the hierarchic supervision of the Senior Logistics Officer.

Job Requirements

Qualifications/Skills Required:

·       Bachelor degree in purchasing Supply Management or Chartered Institute of Purchasing and Supply (CIPS, UK) or higher national diploma in store, logistics management or equivalent.

·       At least 5 years’ relevant experience in procurement and logistics management in INGOs.

·       High level of integrity, commitment and professional responsibility

·       Excellent communication, organization and presentation skills.

·       Computer literate and with excellent IT Knowledge.

·       Excellent interpersonal skills and demonstrated ability to establish effective work relations at all levels,

·       Ability to work efficiently under pressure

·       Ability to work in an unstable security environment moving

·       Ability to work independently and creatively about the land and capital

·       Knowledge of local language and/or regional experience an asset

·       Fluent in oral and written Somali and English Language

Position Profile:

Under the direction Area Coordinator, the aim of the MEAL Officer is to support in the effective implementation of all appraisal, monitoring and evaluation work for ACTED at the field level.

Duties and Responsibilities:

1.     Monitor and report on field level MEAL activities

·       Under the direction of the MEAL Manager, monitor and report on project MEAL work plans and activities as per the geographic scope of the position;

·       Prepare and submit monthly MEAL progress reports, outlining achievements, challenges and progress;

·       Work closely with other units in order to provide information for mapping, proposal development and reporting; liaise with partner/collaborating organizations for MEAL activities, as required;

·       Responsible for coordinating MEAL related logistics and financial procedures at the field level; and

·       Perform additional tasks as per the request of the Line manager.

2.     Development of MEAL ToRs, data collection tools and methodologies

·       Assist in the design of MEAL methodologies, data collection terms of reference (TORs) and the development of data collection tools to monitoring progress and outcomes of ACTEDs projects for field level activities (including, but not limited to, Post-distribution monitoring, Needs Assessments, Asset Baselines/Verification, Beneficiary verification);

·       Ensure that monitoring and evaluation activities are in-line with expected project goals, objectives and measure the defined indicators;

3.     Facilitate the collection of accurate, reliable and useful data for project implementation and development

·       Plan and conduct field-level data collection missions, ensuring the collection of accurate, reliable and useful data;

·       Provide field supervision and plan logistical arrangements for conducting MEAL activities, including training of enumerators;

·       Supervision of data entry and conduct data checking/cleaning for quantitative and qualitative data.

4.     Conduct and share quantitative and qualitative analysis and write timely reports for programme development, management and implementation

·       Conduct analysis of quantitative data, including preparing cross-tabulations, graphs and statistical analysis when required;

·       Conduct qualitative analysis including writing up field-notes and use different methods to improve programme implementation, such as SWOT analysis, Problem-Solution tree, etc.

·       Produce timely and high quality MEAL reports, at the base level, including, but not limited to: PDMs, Asset Baselines, and Capacity Assessments.

5.     Management of internal and external relationships

·       Supervision of MEAL Assistants & Enumerators, including development of work plans;

·       Work with management and support staff to comply with ACTED rules and procedures; and

·       Provide inductions and trainings to staff outside of the MEAL unit, to ensure MEAL principles and practices are understood and utilized across all programme units.

6.     Proactively ensure organizational learning through the documenting and follow-up of lessons learned

·       Capture and record field-level learnings through regularly updating the LEARN database;

·       Follow-up and support programme teams on the implementation of recommendations and learnings;

·       Proactively identify challenges and risks faced by programme implementation teams and escalate to the MEAL Base Manager.

7.     Ensuring proper and timely information management for all field level activities

·       Ensuring all MEAL documents are properly stored as per the MEAL Unit’s Information Management Standard Operating Procedures (SOPs).

8.     Ensure accountability mechanisms are in place

·       Make sure complaint and response mechanisms are in place and managed per ACTED accountability procedures

·       Log complaints and feedback coming from the communities in CRM database

·       Mainstream accountability and CRM in project’s target locations

Job Requirements

·       A bachelor’s degree in development studies, Economics, Rural Development, Agricultural Economics, Statistics and other social science or closely related field of study

·       Proficient understanding of MEAL, including the ability to work effectively with tight timelines, high quality standards, and demanding, potentially overlapping priorities.

·       Experience of social research methods to conduct monitoring and evaluation for humanitarian and development initiatives/interventions.

·       Excellent analytical skills in order to interpret qualitative and quantitative data and discern useful recommendations for programme implementation and development.

·       Statistical analysis and IT skills, including use of SPSS, Excel, and Kob collect for data collection.

·       Good English communications skills (both oral and written).

MEAL Assistant

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the MEAL Assistant Position in Somali, Ethiopia.

       I.         Position Profile

The Appraisal, Monitoring and Evaluation Assistant supports the MEAL Officer in developing and implementation of appropriate and viable appraisal, monitoring and evaluation systems that are in line with the ACTED’s global MEAL procedures.

           Objectives

  1. Support the implementation of solid MEAL systems and mechanisms that are in line with the global MEAL procedures and deliver effective research/outputs so to inform timely decision making and the adoption of sound corrective measures.
  2. Ensure lessons learnt and best practices are discoursed and documented.
  3. Contribute to the effective functioning of beneficiary complaints and response mechanism and enhance the trust and confidence of beneficiaries, identify areas of our work which need to be improved and ensure that ACTED learns from the feedback provided through this process. 

    II.         Duties and Responsibilities 

1.       Appraisal, Monitoring and Evaluation Systems

1.1.       Technical and Systems Development

a)       Support to the development and updating of the country MEAL strategy, the consolidated MEAL work plan and MEAL frMEALworks for all ongoing projects;

b)      Support the MEAL Officer to implement the MEAL policies and procedures as described in the ACTED MEAL standard guidelines and make sure that the tools are followed as applicable;

a)      Contribute to an effective roll-out of M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed.

1.2.       MEAL Implementation and Management

a)       Support the development of ToRs and mission plans for assessments, monitoring and evaluations (baselines, mid-terms, endlines);

b)      Assist in the development of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key-informant interviews) and data/information dissemination/utilization plans;

c)       Assist with data collection activities and ensure that data collection teams are organized and resourced as needed, and that they deliver as per field mission plans and according to data quality standards;

d)      Maintain electronic and/or paper-based MIS systems for tracking and reporting all quantitative data and information including reporting on ACTED’s 16 global strategic program indicators;

e)      Assist in the analysis of MEAL data and help produce reports, factsheets with useful statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner;

2.       Learning

a)       Document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities;

b)      Support project implementation and improvement by providing timely information around project successes to be scaled up as well as challenges to allow ‘course correction’ throughout life of the program.

3.       Beneficiary Complaints and Response Mechanism

a)          Managing of the CRM information desk activities, including collection, review and analysis of complaints, referral to responsible agencies with support of MEAL Officer, timely reporting of sensitive complaints and regular submission of all CRM data to the MEALO;

b)         Assist in creating ACTED SOP for Complaints Response Mechanism and ensure all complaints and feedbacks are documented during daily activities;

c)          Ensuring that the CRM mechanism integrates different ways of collecting complaints and feedbacks, not only through desk and or hotline, but also through formal and informal meetings with the community leaders, beneficiaries and non-beneficiaries; outreach activities etc.

4.       Other

a)       Provide regular and timely updates on progress and challenges to supervisors and other team members;

b)      Participate in MEAL-related conferences and workshops when possible and stay up to date with best practices and new knowledge created in the field of MEAL;

c)       Perform any other related activities as assigned by immediate supervisor.

Job Requirements

      I.         Qualifications/Skills Required:

·       A bachelor’s degree in development studies, Economics, Rural Development, Agricultural Economics, Statistics and other social science  closely related field of study

·       Proficient understanding of MEAL, including the ability to work effectively with tight timelines, high quality standards, and demanding, potentially overlapping priorities.

·       Experience of social research methods to conduct monitoring and evaluation for humanitarian and development initiatives/interventions.

·       Excellent analytical skills in order to interpret qualitative and quantitative data and discern useful recommendations for programme implementation and development.

·       Statistical analysis and IT skills, including use of SPSS, Excel, and Kob collect for data collection.

·       At least 2 years of work experience in a similar field; former experience with humanitarian organizations is an asset.

·       Good English communications skills (both oral and written).

·       Strong team player of high integrity, pleasant personality, ability to work under least supervision and meet strict deadlines.

·       Somali language is a mandatory requirement

·       High level of integrity, transparency and honesty.

·       Knowledge of the location context will be an advantage.
