Driver

GOAL’s mission is to work with the most vulnerable communities to help them respond to and recover from humanitarian crises, and to assist them to build transcendent solutions to mitigate poverty and vulnerability.

GOALis a non-for-profit organizationthat has been working in Ethiopia for over 30 years, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

We envision a world where poverty no longer exist, where vulnerable communities are resilient, where barriers to wellbeing  are removed and where everyone has equal rights and  opportunities. GOAL Ethiopia’s main donors Irish Aid, USAID/OFDA, EHF, ECHO and other private donors.

The Driver will be responsible to drive GOAL Ethiopia vehicles with in the programme area as well as outside to the programme’s staff as required. The Driver is responsible for keeping the vehicle assigned clean, drives safely as per the driving policy manuals of GOAL Ethiopia and treats passengers properly. S/he is also expected to adhere to one vehicle one driver policy of the organization.

a)      Vehicle Management

Drive at sensible speed within legal limits.

Observe all traffic laws, show consideration for other road users and pedestrians and respect road conditions.

Wear seatbelt whilst driving and insist all passengers do likewise.

Drive with due care for the vehicle itself, so as not to damage vehicle bodywork or engine.

always Wash the vehicles and maintain cleanliness.

a)      Fuel
Drive economically.

 Refuel the vehicle fully at the end of each day. Fill in all fuel vouchers or paperwork when you fill the vehicle

Perform daily vehicle check at start and end of each day, and record kilometre start and end of each day in vehicle Log Book.

Keep vehicle clean, inside and out.

Request vehicle check-up by Logistics Officer/Assistant before departure on long trips.

Before each journey check the fuel levels and emergency kit as outlined in the VLB.

Inform Logistics Officer/Assistant of any vehicle faults so that he can arrange repair and update Vehicle Logbook.

b)      Security & Communication

Plan trip, the location of overnight stays, considering no driving after 18.00pm

On all trips ensure vehicle has a spare tyre, Highjack lift and at least two reliable and appropriate means of communication.

Agree frequency of reporting with Logistics Officer/Assistant.

Hours of work as required for trip, but no night driving (after 18.00pm) except in emergencies or approval by Area Coordinator.

Keep trip log, noting kilometres and location when refuelling and at end of day.

Report regularly on progress by mobile phone.

Report any incidents, security or otherwise, after trip (or during trip where serious).

No unauthorised passengers in the vehicle except with the permission of the CD/ACD. Make sure the authorised passenger signs the Non-Liability Document before starting off the journey.

 Always assure the safety of the passengers through safe driving

Slow down and turn off radios when approaching checkpoints.  If driving at night light your interior light.

c)      Financial
Provide Logistics Officer/Assistant with full justification (receipts) for float expenditure and return balance.

d)      Accidents

Inform Line Manager/Area Coordinator immediately regarding any accident including nature of accident, injured parties, damage to vehicle and any other essential info (location, time, etc). With Line Manager, fill out Accident Report in full for any accident.

General / Administrative

Log all trips on blackboard movement schedule/Daily vehicle movement log book.

Carry out vehicle inventory check as per Vehicle check list

Vehicles to be returned to the GOAL compound at the end of the trip in line with the cut off time of driving

 Keep driving licence current.

Inform Logistics Officer/Assistant at least 2 weeks in advance of any leave requested.

Comply with Rules and Procedures for GOAL Driver Policy.

Be mindful of GOAL’s reputation always.

No consumption of alcohol and drugs during work hours nor reporting for duty whilst under the influence of either the above.  No consumption of alcohol in the prior 8 hours before reporting for duty

Responsible for filling out timesheets and prior authorisation for overtime.

Complete the Log book for each journey each day ensuring that the team leader signs for each journey

Transport of Goods

Sign Packing List/Delivery Docket for goods being transported.

Get consignee to sign Packing List/Delivery Dockets for receipt on delivery.

Give signed Packing Lists/Delivery Dockets to storekeeper/Logistics Officer/Assistant on return.

Work in collaboration with the guards in keeping accurate forms concerning the movement of vehicles and the stocks being delivered.

Other Duties

Cooperate with all members of the GOAL team and develop a good working relationship with all staff; always carry out duties responsibly and act in a professional manner.

Inform the Logistics Officer/Assistant of any difficulties or problems encountered.Perform any other duties as assigned.

Job Requirements

Qualification: Certificate in driver/mechanic

3 years’ experience as a driver in an INGO

Basic mechanic knowledge

Staff management experience and good inter-personnel skills

Valid driving license for the relevant category of vehicles

4×4 driving experience.

Know how to use a winch!

Willing to travel to remote areas and to camp in the field, ability to work flexibly including weekends and willingness to travel and work in rural locations and live in basic

conditions.

Understanding of the Program nature and willing to travel and live in field site,

Very good knowledge and application of the country’s as well as organization’s Driving, Road Transport & Traffic regulation

Team oriented and flexible; keen to take initiative where appropriate.

Driver Mechanic

About the Position:The Driver Mechanic is responsible for the overall condition and safe driving of GOAL vehicles and servicing generator at his field office by ensuring high quality workmanship, through accomplishment of A &B type service and minor maintenance tasks on vehicles & Generators.The objective of the position is ensuring that all GOAL vehicles, and Generators have got minor  maintenance at field office and safely driving the vehicle he is assigned on; serviced in-house regularly and any maintenance work (except special machine & body work) is done. The objective is reducing vehicle maintenance and running cost, ensuring high level safety standard, and making vehicle available for duty at all times.Drive GOAL Ethiopia vehicles to give service to GOAL staff as required and given schedule by theImmediate supervisor Deliver GOAL messages to different Organizations, Ministries, and Companies etc.Always carry out basic security checks on the vehicles that he/she uses before starting driving and at the end of the day. (Tyre pressure/condition, battery water, fuel & oil levels, radiator water etc.)Accomplishes A & B type preventive maintenance service for Cars, Motor bikes and Generators at his field office location. To carry out minor maintenance works for Cars, Motor bikes and generators in his field officeInitiates spare part and maintenance tool kit requests for the task at his field location.To monitor vehicles, motor bicycles and generators at FOs are in good technical condition.Drives the vehicle he is assigned on according to driving policy of Goal EthiopiaEnsures that his vehicle is safe to drive and equipped with the relevant accessories.Reports to immediate supervisor when major maintenance is required for the vehicle at HO.In consultation with the Logistics supervisor ensure that, all servicing and repairs are done on scheduleEnsure the car is kept clean and tidy always.Ensure that the vehicle is only used for GOAL approved purposes.Keep and respect GOAL driving regulation as per the GOAL personnel manual.Respect traffic regulation as per the Road Transport and Traffic regulation.Responsible for the collection, storage, transport and final delivery of all goods in his/her vehicle.Ensure every passenger wears Safety Belt before start driving the vehicle. Avoid using mobile phones when driving GOAL vehicles at any time & place. To advise/support the LAF officer on the purchasing spare parts, ensuring prices remain competitive.To ensure that generators in all GOAL locations are in good working condition and are serviced on a regular basis;Facilitate GE vehicles RTA annual technical inspection by liaising with the transport department.To implement transport policy as directed by GOAL EthiopiaAny other related duties assigned by the immediate supervisor.Attends to compound gate, record vehicles and Drivers name in coming and going from the compound.Attend to visitors coming to the organization at the gate and provide Visitors ID.Checks the outgoing materials/properties of  the organization from the program office;Making sure to do a proper round and handover between shifts.Checks regularly whether  electric power and  water of the program office are closed down to avoid wastage especially during non-office hours;Checks and records vehicle parking time at the end of each working day and records  detail reports in the daily log registry;Protects the staff from any outside disturbance and reports to the log officer whenever there are issues those need to be reported to the log supervisor;Reports any suspect in relation to the safe guarding of the organization to the immediate supervisor;Keeps the program premises’ compound clean, the garden  green and maintains appropriately;Performs any other duties as assigned by the immediate supervisor;
