Education & Child Protection Officer

Job Description

Child Safeguarding:

Level 3: the post holder will have access to personal data about children and/or young people as part of their work, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSE:  

The Education & CP Officer is responsible for day to day implementation of project activities of Child protection and promoting  access to quality and inclusive pre-primary education to fulfil all children’s right to education, based on SCI’s vision, mission, and values. He/She will be responsible for quality and effective implementation of the project activities at woreda/sub-city level; provide technical support to government partners, stakeholder and SC project staff; organize and facilitate capacity building training workshops, provide technical support participate on various assessments including stakeholder mapping, baseline and end line assessment; monitor government partners and SC implemented activities and discuss on success and problems. Ensures cost effective budget utilization of the project; keeps close working relationship with networks and strategic partners such as Woreda Education office, Woreda Women, Youth and Children’s Affair Office and other development partners; monitors project implementation with participation of supervisors, community, PTA, children;  documents education related data and prepares reports regularly.

KEY AREAS OF ACCOUNTABILITY:

Planning and Reporting

  • In close collaboration with woreda stakeholders, prepares annual and quarterly action plan and ensures timely submission to the respective woreda level
  • Ensure increased access to safe and inclusive pre-primary learning environment  in project implementation woredas
  • Provides follow-up and technical support for schools and woreda  offices ensure preparation of timely and quality quarterly and annual project progress reports on the prepared formats as per donor reporting schedule
  • Facilitate and ensure the involvement of children as primary stakeholders in all project work
  • Conducts woreda based baseline assessment to identify program effectiveness, in terms of children learning outcome and project indicators
  • Ensure ECCE centres are equipped with Education materials, print rich corners and outdoor materials. 
  • Ensure and work effectively with partners to its sustainability through localization process
  • Reports on gaps observed to program coordinator or manager on time for taking action
    • Coordination and Management of Projects Implementation
    • Follow up the day to day implementation of all components of the project as per the Detailed Implementation Plans (DIPs).
    • Adheres to Save the Children compliance procedures and provide guidance and technical support to Woreda Education Offices, supervisors  and others who have contact with children
    • Foster collaborative environment and team spirit among stakeholders and project staffs in order to maintain and strengthen good relationship for better implementation of the project interventions
    • Ensure the project is implemented in a ways responsive to the community, and children in line with Save the Children principles, values and strategic plan
    • Providing technical assistance to MEAL Officer in the process of project data collections and data management
    • Identify gaps and provide technical and capacity building support for stakeholders at local level  
    • In close collaboration with the Program Coordinator , Woreda Offices and other government stakeholders, facilitates on timely and quality implementation of the project activities based on the action plan and resource allocated
    • Closely work with stakeholders and communities in the course of project planning and implementation
    • Organize with local stakeholders regular monthly and bi-monthly meetings, and monitoring visits, at the project sites and prepare proper minutes and reports for documentation and follow-up actions
    • Ensure active participation of children and other stakeholders in the project activities implementation
    • Carry out any other relevant task assigned by the line manager and project team.

    Supervision and Monitoring

    • In close collaboration with the program Coordinator and government stakeholders, maintain strong supervision and monitoring system to measure achievement and progress toward the project objectives and expected outcomes and manage the performance of intervention areas
    • Conducts monitoring and supervision of the planned project activities and provides                   technical support to Woreda Office and intervention schools  to improve quality of delivery
    • Strengthens participatory and collaborative supervision and monitoring of project activities, including active participation of children
    • Document and share key lessons, case stories and program achievements for shared learning
    • Report project work progress information to Program Coordinator after completion of each monitoring & evaluation process.

    Staff Management and Mentorship

    • Strengthens team spirit and team work with project staff
    • Ensure that project staff, Community Facilitators, volunteers and stakeholders, understand and are able to perform their role based on the project objectives and expected outcomes
  • In close collaboration with the Program Coordinator, provides  clear direction to intervention schools and teachers, as appropriate; 
  • In collaboration with the Project staff and government stakeholders staff, identify gaps and facilitate capacity building training and other support for government stakeholders and the community and other stakeholders

QUALIFICATIONS AND EXPERIENCE

  • Recommended a minimum of 2-3 years’ experience in a corporate or NGO environment, preferably with experience in community-based child protection programmer management. 
  • BA degree or College Diploma in sociology, Education, social work, or related fields.

The position holder will create conducive working environment with line offices and support target schools through provision of learning materials. Technical training, establishment of lifesaving spaces for learning. He/she will prepare weekly, monthly updates, identify challenges and propose solutions, fill beneficiary list, feeding report, collect required data from the target schools.  The Officers will represent SC’s in cluster coordination and sector meeting including joint assessments.SCOPE OF ROLE:Reports to:  Hawassa FO Education &CP Program ManagerDimensions: Building upon the previous initiatives supported by Save the Children Italy and SC Norway. It seeks to integrate child protection and education interventions in these areas to ensure the well-being and development of boys and girls.Job Responsibility 1: Project Management·       Lead child protection assessments using SC and the Inter-agency tools. QUALIFICATIONS AND EXPERIENCE

·       Minimum of BA degree in Educational planning & Management or other field of education from a recognized university with five years’ experience preferably out of which three years working in international non-governmental organization.

·       Previous experience working in INGO education programmes implemented in pastoral communities.

·       Have basic training  and proven experience on project cycle management  including but not limited to skills in  program  and financial planning, M&E skills,  education/ teaching-learning process  technical skills, documentation and report writing,  

·       Must have strong coordination skill, partnership building skill,  team building and conflict management skill, financial management (budget preparation and monitoring)  

·       Experience to manage big team especially in hardship environment and preferably experience of managing more than one million USD is annually.

Education and Child Protection Program Manager

Job Description

Child Safeguarding:

Level 3 – The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:    

The Education and Child Protection Program Manager will work with a number of partners mainly the Somali Regional Education Bureau, regional Children and Women affairs, national and regional education clusters, UNICEF, SCI, and other local and international NGOs that will be involved in program implementation. S/he is responsible for the development, management, planning, implementation, and monitoring of the Education and Child Protection program implemented under the Hawassa Field Office. S/he is also in charge of managing overall program implementation through results-based monitoring, evaluation, and quality assurance mechanisms.

The Programme Manager is accountable for budget management across the multiple awards implemented under the jurisdiction of the Field Office.  S/he is also accountable for partner management and coordination, which includes development through capacity building, monitoring, and supportive supervision.

The position Holder will be responsible to Co-chair the Education cluster and representing SCI in the protection clusters happening at the sub-national or Regional level. S/he will coordinate with other Education and CP program managers to gather or share important updates.

The role holder supports the Field Office Manager, in facilitating key relationships between various teams at all levels, particularly Head of Field Offices, Education and CP Program Managers in other Field Offices, National Sr. Program Managers, and other units both at different levels (MEAL, PDQI, HR and Safeguarding, Finance, Supply chain, Communications and advocacy, Awards and Partnership, and Safety & Security).

Performs other related tasks as required and as assigned by his/her immediate line manager, Area Director, or Head of Program Operations. 

SCOPE OF ROLE:

Field Offices in the Area: Hawassa Field Office

Reports to:   Field Office Manager– Hawassa

Dimensions: Communication and relationship management with a wide range of stakeholders, including the Regional Education Bureau, Regional Bureau for Children and Women Affairs, zonal and woreda education offices, schools, and the Sub-National Education and Protection Clusters. Planning and management of Education and Child protection program activities and results in the Field Offices.

KEY AREAS OF ACCOUNTABILITY:

Program oversight and management

  • Develops a feasible program implementation plan and budget and lead delivery on time, budget, and quality
  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Ensure that the program is implemented in ways that are responsive to the targeted communities and children, in line with the education and Child protection thematic strategic plan; Save the Children’s principles, values and compliance procedures.
  • Identify critical issues in the implementation of  program to initiate actions to address them.
  • Monitor outcomes and identify challenges and lessons learned from the implementation of the programme to help develop strategic insights to enable better decisions.
  • Initiate and facilitate changes and improvements on implementation approaches and strategies of the programme.
  • Work closely with other key personnel to ensure efficient and effective linkages with the Somali Regional government line Bureaus, key regional education and Child protection institutions and Woreda-level counterparts.
  • Lead the development of quarterly, bi-annual and annual work plans and performance reports for their programEnsure the effective use of program resources in compliance with donor regulations and SC policies.
  • Provide technical leadership to field staff (Coordinator, Officers, Social/case workers, and Community facilitators) and share best practices and methodologies.
  • In close coordination with the PDQI Education and Protection team, support program development and implementation of best practices.

Budget management

  • Serve as overall budget holder for the Education and Child protection portfolio implemented under Hawassa Field Office
  • Prepare and compile annual plans, budgets, quarterly and annual reports for the programme based on donors, government other stakeholder’s requirements.
  • Ensure that program budgets are managed through rigorous budget and finance monitoring practices with participation of all key functions and program team
  • Ensure that budgets are spent and charged to their respective budget heads and awards by diligently reviewing the financial reports regularly/ at least monthly and bringing to the timely attention of the Field Office Finance Coordinator, Finance Manager(AO) and Awards Focals
  • Efficiently and successfully manage the award cycle by putting in place robust mechanisms to start, implement and close awards in line with donor as well as Save the Children’s policies
  • Ensure that awards are managed as per Save the Children’s and donors’ requirements including the quality and timely submission of reports
  • Make periodic programme and budget revisions as required.
  • Ensure effective and efficient utilization of programme budget and other resources for the intended purpose.
  • Ensure that partner finance planning and reports are in line with the project agreement and requirements from donors and governments.
  • Facilitate communication and interaction between implementing partners and SC finance team
  • Ensure that plans are implemented as per agreed and approved budgets.
  • Oversee effective functioning of supply chain systems to procure, store and distribute stock, supplies and services for the timely delivery of response objectives.

Monitoring, evaluation, and quality assurance

  • In coordination with Education, Protection, and MEAL technical Advisors, design results-based monitoring and evaluation process for the programme.
  • Work with CO MEAL and National Level Sr. program managers to oversee institutionalization of MEAL systems to ensure timely and effective delivery of programme/projects activities and outputs as well as appropriate accountability to donors, communities and children.
  • Regularly follow-up and monitor the programme to ensure proper and efficient implementation.
  • Plan and facilitate regular scheduled reviews of projects with partners and stakeholders.
  • Coordinate and facilitate assessments and evaluations.
  • Manage knowledge and experiences from the learning process and replicate good practices.
  • Ensure the proper utilization and use of monitoring and evaluation systems are put in place.
  • In coordination with the program team and CO technical advisors, ensure the preparation of timely program and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
  • Ensure that the core humanitarian standards are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

People Management and Development

  • Plan, identify and resource appropriate and effective structure & staffing needs for the program implementation and suggest changes as necessary. 
  • Ensure Program staff understand and carry out their duties in accordance with donor requirements, humanitarian principles, core values and the Code of Conduct.
  • Oversee the delivery of capacity building plans to develop the requisite operational competencies.
  • Supervise, coach and mentor the program team and other operations staffs

SCOPE OF ROLE:

Report to: Youth Livelihood Officer

The job holder will be primarily responsible for ensuring the high quality of PVH program implementation, overseeing the overall program activities, and effectively communicating and escalating issue in a timely and appropriate manner. Responsible for overall program implementation at wereda, kebele & community level; support the PVH program staff in general and in particular at Woreda/town and kebele level in planning , coordination, implementation and supervision of project & community based activities and ensure active involvement and communication with communities and partners for smooth and successful implementation of program activities as per the approved program document; interact with relevant governmental offices at wereda & kebele level for adoption of new curriculum on skill training; and ensure the program implementation is in line with government and donor requirement and save the children standards.

Terms of Reference (ToR) for hiring consultancy services to conduct End-line assessment for IHA- humanitarian and development Nexus project in the Afar Region

Job Description

1.       PROJECT OVERVIEW

The expansion of the northern Ethiopian conflict beyond Tigray into the neighbouring Afar region has caused significant displacement and created a new wave of humanitarian needs, mainly due to an increase in conflict-induced displacement. People displacements, community destabilisations, family unrest, loss of lives, distraction of social services and infrastructures, and damage to properties are some of the negative impacts of conflict. Obviously negative impact of conflict further deteriorating by drought climatic effect of a context and affects all ages, sexes and groups of a given community. However, children and women are more vulnerable to these risks. With funding from the Government of Canada, Save the Children has implemented a project entitled “Addressing WASH, Health and Protection needs of conflict and drought-affected girls, boys, women and men of IDP and Host Communities in Afar, Ethiopia” with 18-month duration from April 2022 to September 2023 in three targeted Woredas of Afar region.

SC put efforts to address the essential health, WASH, and Child protection needs of conflict-affected populations in Erebti, Berahle, and Dalol woredas of the Afar region. At the start of the project, the resumption of northern Ethiopia conflict in the month of August 2022 caused security tension that led to a complete cessation of project activities from August 25/2022 until October 24/2022 at Erebti Woredas and from August 26/2022 until November 25/2022 on both Berahle and Dalol, which affected the project deliverables to some extent. Following a permanent cessation of hostilities, SC conducted a security risk assessment from November 9-November 14, 2022, at Erebti, Berhale, and Dalol Woredas and resumed operations.

Save the Children (SC) has developed an integrated, multi-sectoral approach to ensure greater overall efficiency in the delivery of services and to increase impact through the implementation of an activity package designed to meet diverse inter-related Health, Water Sanitation and Hygiene (WASH), and protection needs of drought and conflict-affected communities.

Recently, SC has been implementing a developmental-humanitarian nexus intervention with the inclusion of development activities to complement and strengthen the achievement of life-saving humanitarian interventions in three districts of the Afar Region.  The humanitarian activities and systems have strengthened and put in place resilience-building approaches across the WASH, Health, and Child Protection sectors. The development components aimed at enhancing the IHA’s capacity for public participation, representation among decision-makers, response to gender-specific rights violations and well-being and basic needs; public awareness, and institutional capacity to further the long-term sustainability of gains made in resiliency and accountability.

The WASH activities envisaged building capacity of WASH sector offices such as woreda water offices and Water Management Committee at the woreda level, WASH rehabilitation,  providing spare parts, major maintenance tools, and electro-mechanical equipment and motorbikes for field monitoring activities to support their institutional and operational strengths.

The life-saving health interventions were proposed to strengthen and enhance the resilience of health systems, contributing to lasting improvements in the health statuses of women, girls, boys, and men through training provided to health facility staff to also cover public health, referral pathways, pharmaceutical, and supply chain management to ensure the continuity of cost-effective health services in hard-to-reach or remote areas, the mobile clinics provide emergency primary health care services for Internally Displaced Person (IDP), returnees and host community in hard to reach areas, procurement and provision of medical equipment and supplies, and the maintenance of these facilities and awareness session to enhance uptake and utilization of basic Primary Health Care (PHC) and Adolescent Sexual and Reproductive Health (ASRH) services.

The protection activities have included mapping and analysis of existing protection services and gaps in the program target areas, provision of basic training on Child Protection (CP) to identification, reporting, referrals, and response mechanisms, strengthening coordination mechanisms with government departments and civil society organizations to prevent and respond to child protection concerns, ensuring an effective child protection information management system. 

SC ensured all responses were accessible and inclusive to all vulnerable community members (girls, boys, pregnant and lactating women, and others/caregivers of children). Both females and males are participating equally and actively in different activities of the project such as training and capacity building, advocacy, communicating key message dissemination, and awareness raising. On the topic of establishing and putting in place the appropriate accountability mechanism, SC consulted the local community, village leaders, volunteer accountability committee, and local authorities to ensure engagement in setting criteria for beneficiary selection, needs in the area, and priorities. Besides, SC has established a volunteer accountability committee to ensure their participation at Zone, IDPs/returnees host communities at kebele levels.

 Moreover, SC provided capacity-building training and awareness creation to all project beneficiaries, community leaders, and government workers on the core humanitarian standards and the nine SC basic principles of children participation and encouraged child involvement to take part in decision-making at all stages of the project cycle.

In general, during the life of the award period, SC (Save the Children) has reached a total of 65,787 (17,918G, 15,487 B, 17,609 F, 14,773 M) conflict-affected individuals through the project nexus approach. The total number of individuals reached through the humanitarian component is 58, 427 (14,978 G, 15,445 B, 14,479 F, 13,525 M) which represents 127% of the target (45,884), while the total individuals reached through the development component is 7,512 (2,046 G, 1,086B, 3,040 F, 1,340 M) which represent 10 % from the target (78,098) with the total grant $3,600,000 CAD.

Therefore, this TOR is the first step to conducting the project’s end-line assessment by an independent consultancy firm. The assessment exercise includes context analysis, technical and financial proposal development, standardization of the survey tools, data collection, data management, analysis, interpretation and report writing, and validation of the assessment findings by all stakeholders.  This end-line assessment seeks to assess the situation after the completion of the project intervention. The end-line assessment will compare its findings with that of the baseline assessment and determine the project inputs and results achieved in 18 months of interventions. Consultancy firm (organizational and research team) Profile

The consultant will be responsible for planning and delivering the end-line study within the agreed standards and timelines. The consultancy firm will recruit and be accountable for all other persons engaged in the study. The lead consultant should possess the following qualifications:

  • Minimum of a master’s degree qualification from a recognized university in monitoring and evaluation, Gender, demography, public health, education, social studies, development studies, economics, or any other relevant degree
  • A minimum of 10 years’ experience in conducting project monitoring and evaluation studies, including WASH, Health, and CP and gender transformative approach
  • Having experience working in various lifesaving humanitarian   programs in Ethiopia;
  • Must have good knowledge and understanding of issues around access to and quality of  WASH, CP, and health services provision
  • Must possess solid methodological and research skills demonstrated through several research pieces and evaluations.
  • Must possess excellent report writing, analytical, interpersonal, and communication skills.
  • In-depth knowledge of the sociocultural, economic, and political context of WASH, Health, and CP
  • Ability to work collaboratively with multiple individuals and groups and funded projects will be an added advantage.
  •  Ability to produce high-quality work under tight timeframes
  • Must be available within the period of the assessment
  • Previous work experience with similar activities on WASH, Health, and CP including children, women, and humanitarian response the context will be an asset.
  • Proficient in the English language;
  • Knowledge of the local language ( Afar and Amharic, etc) would be a plus
