OVERALL PURPOSE OF THE ROLE:

The Peace Building Officer will be responsible for various activities related to conflict resolution, peacebuilding, and community engagement aimed at promoting peace, reconciliation, and conflict resolution in the pastoralist communities. The role holder will closely work with stakeholders at various level (regional, woreda, kebele, and local level) including community leaders, and project partners to facilitate dialogue, build relationships, and create sustainable peace – building strategies. H / she will be also responsible for organizing workshops and peace dialogues at woreda and local level, monitoring progress, and monitoring impact to contribute for positive social change.

Responsibilities:

  • Supporting the peacebuilding component of projects, overseeing project activities, budgets, and reporting.
  • Contributing to the development of proposals, and project budgets, and working closely with other sector leads and managers for technical supervision.
  • Conduct participatory conflict and conflict sensitivity analyses through community consultations and participatory processes to identify and prioritize the drivers of instability and opportunities for positive peace outcomes
  • Establish peace-building committees (including women and young people, IDPs/returnees/host) and provide training on negotiation, mediation and non-violent conflict resolution
  • Develop participatory peacebuilding plans with the community (considering the planned interventions of the project and leveraging NRM and other activities as peace dividends)
  • Support CSOs, groups, initiatives, and local change makers promoting peace and social cohesion and responding to conflict displacement with skills reinforcement on dialogue building and conflict prevention/management/resolution
  • Facilitate and support community peace-building dialogue forums (local and regional gatherings)
  • Facilitate workshops and forums with key stakeholders to promote understanding of the Humanitarian-Development-Peace (HDP) Nexus and principles of conflict-sensitive programming.
  • Establish joint working groups and integrate conflict-sensitive programming principles into project interventions to mitigate potential conflicts and enhance effectiveness.

OVERALL, PURPOSE OF THE ROLE:

The Co-Coordinator role is hosted by DRC in partnership with UNHCR – the Lead Agency for the Protection Cluster. The Co-Coordinator supports and works alongside other humanitarian sectors, liaising closely with OCHA and the broader humanitarian community, to respond to increasingly complex humanitarian needs including significant numbers of conflict- and climate-induced displacement. The DRC Protection Cluster Co-Coordinator will work with the UNHCR-appointed Coordinator  – responsible for the overall implementation of the cluster coordination role in accordance with IASC guidelines on cluster leadership and accountability – to: a) ensure Centrality of Protection in the humanitarian response; b) strengthen effective management of the cluster, c) improve the representation of INGOs and other key stakeholders, including national civil society organizations and d) reinforce the accountability of the humanitarian response towards the cluster’s people of concern in order to enhance humanitarian protection programming and advocacy.

Responsibilities and tasks

The Co-coordinator is responsible for performing the following Protection Cluster activities and delivering the following outputs alongside and in collaboration with the UNHCR-appointed Coordinator, and in coordination with the relevant Areas of Responsibilities (AoRs) and technical working groups. The Co-Coordinator represents the Protection Cluster jointly with the Coordinator and ensures an NGO voice in humanitarian coordination.  The Co-Coordinator complements the Coordinator and provides a representation of NGOs in this essential coordination body.

The Protection Cluster Co-Coordinator will support the Protection Cluster Coordinator to carry out activities outlined in the Protection Clusters ToRs and Protection Cluster Strategy. Activities will be shared and divided as agreed, with the ultimate responsibility remaining with the Protection Cluster Coordinator who reports through UNHCR on the implementation of the Protection Cluster ToRs.

Protection Cluster Meetings, Information Exchange and Representation

  • Co-facilitate meetings for the Protection Cluster alongside the Coordinator, ensuring agreement and follow-through of key decisions and action points.
  • Ensure that Protection Cluster partners are updated on protection needs and situation analysis, gaps, planning, funding processes, etc.
  • Ensure coordination and information exchange on protection issues with other clusters, UN and government counterparts, and strengthen links with recovery and development partners as appropriate.
  • Contribute to inter-cluster coordination and planning, including meeting participation in the Inter-Cluster Coordination Group (ICCG) on behalf of the Protection Cluster.
  • Liaise with and coordinate the different components (‘Areas of Responsibility’) (AoRs) of the Protection Cluster (i.e. Child Protection, GBV, Housing, Land and Property (HLP) and Mine Action), including consolidate input received from the AoRs.
  • Liaise with and coordinate the Protection Assessment and Monitoring WG of the Protection Cluster.
  • Represent the interests of the Protection Cluster in discussions with the Humanitarian Coordinator (HC)/Humanitarian Country Team (HCT), donors and other stakeholders on issues related to prioritization, resource mobilization and advocacy issues identified by the Protection Cluster members.
  • Conduct field missions to strengthen links between sub-national clusters and the Protection Cluster at the national level.
  • Enhance monitoring, tracking, documentation and information exchange on protection concerns between Protection Cluster members.
  • Provide support via internal and external advocacy at national and global level.

Strategic Planning and Reporting

  • In equal partnership with the Cluster Coordinator, facilitate and contribute to Protection Cluster needs assessment and analysis, reporting and development/review of strategic, contingency and response plans, ensuring that these are in line with and contribute to the Protection Cluster strategy.
  • In equal partnership with the cluster coordinator and the protection cluster, periodically review strategy and its action plan, that prioritises protection needs and gaps and identifies response, remedial and environment building activities.
  • Ensure effective implementation of the action plan in consultation with partners and sub-clusters or sub-national Protection Cluster.
  • Ensure that cluster analysis and priorities are adequately reflected in humanitarian country strategies and plans, e.g. Humanitarian needs overview (HNO) and the Humanitarian Response Plan (HRP).
  • Ensure adequate monitoring and reporting mechanisms are in place to review the progress and outcomes of Protection Cluster response, and its alignment with the HRP and the Cluster Strategy.
  • Ensure strong cluster participation, including of international and national NGOs, in the Ethiopian Humanitarian Fund (EHF) pooled funding process.

Capacity Building, Trainings and Promotion of Protection Mainstreaming

  • Ensure the integration of protection issues in sectoral needs assessment, analysis, planning, monitoring and response.
  • Ensure gender-sensitive programming and promote gender equality, including in line with the Gender Road Map for Ethiopia.
  • Promote age and disability inclusion in cluster programming, response and monitoring.
  • Regularly involve Gender Focal Points and PSEA Focal points in cluster activities to promote gender inclusion and PSEA results among cluster members.
  • Support the development and dissemination of beneficiary selection and vulnerability criteria and guidance.
  • Support efforts to strengthen the capacity of the local authorities and civil society.
  • Together with the Cluster Coordinator, identify gaps in current cluster member capacities and opportunities for the roll-out of targeted capacity building activities. To that end, design, facilitate and/or deliver protection trainings, including tools and methodology for protection mainstreaming in emergency response and protection needs assessment, to Protection partners and across sectors, to ensure adherence to relevant standards and guidelines.

Protection Tools and Protection Information Analysis

  • Support the compilation of information and draft reports and briefs on protection concerns for sharing with partners, the HCT, the Global Protection Cluster (GPC), donors and government counterparts as appropriate.
  • Actively contribute to the work of the Protection Assessment and Monitoring Working Group (PAMWG) for the improvement of assessment and protection monitoring tools, joint assessment and joint protection analysis and the elaboration of the Protection Analysis Updates (PAU).
  • Identify key advocacy concerns and consolidate policy positions amongst protection partners; support the development and implementation of advocacy initiatives.

Resource Mobilization

  • Liaise with donors to mobilize resources for joint protection response and update donors on Protection cluster priorities and needs.
  • Engage with donors to fund humanitarian actors to carry out priority activities while encouraging sectoral group participants to mobilize resources for their activities through their usual channels.
  • Engage with DRC to fundraise for the sustainability of the funding of the National Protection Cluster Co-coordinator.

Promote and Support Accountability to Affected Populations

  • Support timely and coordinated action by cluster participants to meet the protection needs of IDPs and affected populations in the country, according to humanitarian principles, including Do No Harm.
  • Ensure that Cluster participants are aware of relevant policy guidelines, technical standards and commitments under international humanitarian and human rights law.
  • Support Cluster partners in their development and implementation of mechanisms for increased accountability to affected populations, including by liaising with the Accountability to Affected Population Working Group (AAP WG) Coordinator.
  • Support and build the capacity of the Government to uphold its obligation and responsibilities to protect the rights of affected civilian population in adherence with international and national laws.

OVERALL PURPOSE OF THE ROLE:

Under the direct supervision of the Economic Recovery Manager, the EcRec (Economic Recovery) Specialist- Irrigation Engineer& Agronomist will be responsible for leading timely and quality implementation of Agriculture (Crop and Vegetable, and livestock production), agronomic and irrigation activities.  She/he will work to ensure program achievement and contribute to enhancing agricultural production and productivity in crop and vegetable production. The role holder is expected to have wide experience of identifying appropriate watershed/catchment area and selection of appropriate site for water harvesting pond structure. Experience of Designing of pond structure, primary and secondary irrigation canals and installation of water lifting solar pump for small scale irrigation is required. Knowledge of basin, furrow and drip irrigation for climate smart Agriculture activities are highly encouraged. Experience in estimating the crop water requirement for low land areas and proposing of feasible fruit, vegetable and livestock forage varieties to be cultivated through small scale irrigation practice is highly appreciable.

Main Responsibilities:

Programme Management (technical) , Development, Monitoring and Evaluation: 

  • Provided technical backstopping for the planned climate-smart agriculture activities in crop, vegetable, and livestock production and productivity including the agronomic and small-scale irrigation activities to ensure the planned activities are implemented with the required standards and period.
  • Designing and coordinating the implementation of agriculture and irrigation guidelines and activities.
  • Responsible for analyzing, planning, and designing irrigation systems for small-scale farmers, including Birka construction, drip irrigation, solarized irrigation pump installation and management, and other supporting systems.
  • Testing soil and vegetation for irrigation needs, surveying areas for irrigation pump installation, and conducting routine maintenance checks on irrigation systems.
  • Estimate the crop water requirement and propose feasible fruit, vegetable and livestock forage varieties to be cultivated through small scale irrigation practice.
  • Ensure appropriative water management system among the water user community groups.
  • Support periodic maintenance of primary and secondary irrigation canals and the furrow system inside the farmland.Identify and support the distribution of improved and locally adaptable, Nutrition, Climate-smart and drought resistant Crops including backyard Gardening approaches
  • Introduce and expand the use of organic fertilizer to enhance yields e.g. vermicomposting which can improve yields and create income-generating opportunities
  • Support harvesting and post-harvesting mechanization through engagement with harvesting and post-harvest loss technology manufacturers and SMEsMake regular field visits to assess the activity’s implementation progress and provide technical advice for community mobilizers/ facilitators and beneficiaries.
  • Ensures the project activities under his lead are properly captured, documents, and updates relevant information regarding crop and livestock production and agronomic practices.
  • Prepare and submit regular updates/reports (weekly, monthly, quarterly, and annual)

Grants Management

  • Closely work with the DRC Grant and MEAL team during the development of project management and monitoring tools, indicators development, monitoring of activities and reporting of output and outcome of the planned activities.

Capacity development

  • Provide regular training and technical support for the water user committees.
  • Provide training on appropriate agronomic practice and different irrigation practices to staff and beneficiaries,

Coordination and Stakeholder Engagement

OVERALL PURPOSE OF THE ROLE:

The EcRec Specialist (Agri Business development and Value Chaine) is responsible for planning, implementing, and monitoring activities related to agricultural value chains and marketing initiatives. The role holder is expected to have experience of working closely with Agricultural input supplying cooperatives and Agro-dealers and able to create linkage and integration between Agri input suppliers and the small holder farmers. Moreover, the Agri Business development and Value chain Specialist is expected to improve the market system and linkage of the small holder farmers (targets of the project) with the local and surrounding business. Experience of working with Agricultural cooperatives, private investors and market actors is very essential for the position. The post holder is expected to develop a Cleare crop, vegetable and livestock value chain system respecting the principles and gridlines of the value chain approach. Creating improved linkage with Agricultural and livestock research centre to introduce new and productive varieties produced through the research centre and ensuring linkage with the target clients of the project to take responsibilities of seed multiplication for the research centres and create business tie among the partners are the other qualification required from the post holders.

Main Responsibilities:

Programme Management (technical) , Development, Monitoring and Evaluation: 

  • Developing, implementing, and managing projects and activities aimed at strengthening agricultural value chains and improving rural livelihoods.

  • Participate and give technical inputs on VSLA and financial inclusion in the design and preparation of the new EcReC proposal.
  • Serving as the technical lead for designing, implementing and monitoring all value chain and marketing activities.
  • Conduct market assessments and screenings to identify high-potential market actors and business opportunities.
  • Facilitating linkages between farmer groups and financial service providers, microfinance institutions, and cooperatives to improve access to credit.
  • Organize exchange visits, and business exhibitions to promote product marketing.

  • Map the value chain including key actors, product flows, infrastructure, financial institutions, and supporting organizations.
  • Conduct value chain assessments to identify gaps and develop recommendations for improvement.
  • Provide technical Support for animal health services providers and facilitate training in collaboration with local government veterinary service providers.

About You

  • BSc or MSC Degree in agribusiness development, agricultural economics, Cooperative management, finance and development economics, and rural development with relevant training in value chain, market-based approach and business management.
  • Good understanding of the Markets4Poor approach and Markets development facilitation including coaching, relationship building, communicating, entrepreneurialism/business understanding and innovating.
  • At least 3 years of working experience mainly in supporting privet sector lead business enterprises in pastoral/ agro-pastoral settings, providing business development supports, institutions and stakeholders.

INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

The Agriculture, NRM& DRM Officer will be responsible for the development, and implementation of overall agricultural; practices, DRM plans, Emergency Management, and early warning Information systems from the woreda up to the community level. He/she will be also responsible for developing strategies for integrated disaster risk treatment, supporting local stakeholders and partners in DRM plan development, overseeing risk management projects, and providing technical advice on risk assessments and mitigation activities. Moreover, the role holder will be responsible for establishing and Strengthening of Social institutions like Natural Resource management committee, Early warning Commitee and the Disaster Risk Managment committee in operational areas of the project and create information communication system between kebele, woreda and Zonal level. The Economic Recovery officer (Agriculture, NRM & DRM) is expected to have strong experience of crop and livestock production, soil and water conservation practice both in physical and biological conservation areas, creation of durable livelihood solutions through improved natural resource management practise ice is among the expected qualities for the incumbent. Experience of managing communal and private based natural resource and integrating with disaster risk management system is among the other requirements. The position holders is expected to have a proved experience of integrated watershed management especially in low land context. Knowledge of GIS and delineation of watershed areas proposed for different conservation practice, knowledge of production of improved forage with integration of the soil and water conservation practice is among the other requirement for the post holder..

Main Responsibilities:

Programme Management (technical) , Development, Monitoring and Evaluation: 

  • Conduct initial assessments of climate vulnerability, livelihood and conflict sensitivity and community capacity analysis with special emphasis on resources on traditional disaster risk management and decision-making structures.
  • Conduct consultative community meetings on project interventions related to agriculture, irrigation, and agronomy.
  • Provide support to agro-pastoralists and follow up the agronomic practices irrigation water management, and livestock production and management.
  • Facilitate farmer’s field day and demonstrate agronomic practices, and irrigation water management to improve agro-pastoralist practices.
  • Work closely with government AEWs, community leaders, and local authorities to ensure community engagement and support for agriculture and livestock activities.
  • Mapping of situation of natural resource management practice, identify challenges and bottlenecks for improved conservation practice and propose possible improvement plan on the findings.
  • Identify and propose different and appropriate types of conservation structures based on the nature of the landscape of affected areas.
  • Provide training on physical and biological conservation practice for Development Agents and communities of the targeted area.
  • Delineation of catchments and watershed areas for soil and water conservation practice and production of improved forage varities.
  • Develop and implement natural resource management plans and disaster risk reduction strategies
  • Provide technical and advisory support to Community based Structures to Implement and monitor Disaster Risk Reduction Action Plans,
  • Conduct environmental assessments and hazard/risk mapping and support the development and delivery of climate risk information services, coordinating multi-hazard risk assessments,
  • Coordinate with government stakeholders and agencies, NGOs, and communities on resource management and disaster preparedness
  • Support disaster information management systems, guide community-planned resilience-building initiatives, and emergency fund/crisis modifier through establishing criteria for targeted beneficiaries.
  • Provide guidance and leadership during the establishment and, Strengthen NRM committees
  • Support the promotion of climate-positive technologies based on local appropriateness (e.g. fuel stoves and green charcoal).
  • Provide support on the implementation of Cash support for work for physical and biological NRM activities and governance in the overall implementation.
  • Support identification and systematic inclusion of key NRM governance stakeholders at local and regional levels in all relevant activities and processes.
  • Develop and implement strategy for community-led disaster risk management by integrating the traditional forecast system with that of the science-based information for the community to able to anticipate and prepare for risks.
  • Contribute to the strengthening of knowledge management in DRM by attending partnership meetings; providing technical advice on project issues; monitoring the achievement of project milestones
  • Integrate community-based NRM approaches, gender sensitivity and capacity building of vulnerable groups into all activities as appropriate.
  • Ensure program implementation is on time, target and budget, using effective MEAL systems to reach desired impacts.

Grants Management 

Capacity development 

  •  Support the identification and registration of project beneficiaries, ensuring they meet the selection criteria.
  • Train  lead farmers on  improved climate smart agriculture (CSA), agro ecological practices      and nutrition sensitive agriculture (NSA) practices
  • Provide cascaded climate smart training on animal husbandry, bee keeping, fish farming, improved forage seed production for households

Coordination and Stakeholder Engagement 

  • Collaborate with other peer project teams in the field and AO to ensure the smooth operation of the project activities under his supervision.
