IT Officer
Purpose of the role: – Ensure the provision of an effective and appropriate ICT service designed to meet the needs of the RDV. Maintain and develop the ICT infrastructure to ensure best value and to support fit for purpose systems and solutions. Maintain local and wide area networks and support remote working.
Roles and responsibilities
ü Manage the configuration, installation and deployment of RDV covering mobile devices, computers, printers and photocopies
ü Installing and configuring computer hardware, software, systems, networks, printers, and scanners
ü Ensure that the equipment under his/her responsibility is in good working condition, by inspecting regularly the hardware and installations. If required, arrange promptly repairs or replacement as necessary according to established procedures

IT Assistant
Somali region is highly vulnerable to climatic shocks and is one of the most drought-prone regions of Ethiopia, and the severe drought that began in late 2020 has continued into 2023 with the passing of five poor to failed rainy seasons. As per the recent Food Security Monitoring System (FSMS) assessment, an estimated 2.2 million people are targeted for humanitarian response in drought-affected areas (composed of severely food insecure and moderately food insecure people depending on food assistance as the main food source. RDV has received funding from World Food Program and will implement a project named Provision of life-saving general food and cash assistance to food insecure population and internally displaced persons in the Somali region to meet their basic food needs in cluster two target woredas namely East-Emay, Dhanan, Adadle, Abakorow, Gode, Kalafo, Mustahil, Fefer, Berano, Elele, Elwayne, Horashagah, Elkari, Hargelle, West-emay, Raaso, Gorabaqasa, Guradhamole, Lagahida and Salahad.
Purpose of the role: – .
Under the supervision of the ICT officer, the ICT Assistant position is to assist the ICT officer in the implementation of IT-related activities in RDV project operation areas. He/she will work under the day to day supervision of the ICT officer, who will provide him/her full support in the implementation of all relevant activities.

The Logistics Officer is overall responsible for providing the supply chain needs/requirements of the project including procuring all program supplies and services, accounting for all assets, managing stocks, and managing fleet concerns.

Project Delivery
ü Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and RDV standards;

Targeting Officers (one per woreda)
Job Purpose: –
Under close supervision of GFD coordinator, the targeting officer will be responsible for targeting andregistration of the worst-affected households based on vulnerability analysis mapping. He/she will ensure the project has targeted the right needy people in accordance with the RDV and WFP country strategies.
Roles and responsibilities
Implement and further improve on the Beneficiary Enhanced Selection Tool (BeST)
ü Provide technical support and training to program staff and key stakeholders on the BeST
Manage all aspects of the BeST process.
ü Manage beneficiary distribution list and enrolment verification
ü Update the allocation sheet of CPs based on the results of the BeST exercise
ü Verify the beneficiary lists and compare to reports in terms of total caseload for each food distribution point
ü Conducting Random Sampling exercise of beneficiaries signed lists to check the accuracy of beneficiaries’ lists.
ü Regularly follow up food distribution timing and security in all food distribution points
ü Supporting in checking the beneficiaries’ lists related to complaints received from people deleted/ or not receiving assistance in case.
Manage beneficiary data collection and database
ü Participate in the planning and management of beneficiary data collection, including BeST data entry to replace errors in the initial data collection.
ü Support and monitor the beneficiary data collection process
ü Establish community registration or targeting committee and ensure are good representative for the community
ü Clean the BeST database and find duplications and/or ghost beneficiaries
ü Run the categorization of BeST data by running the scorecard script on the database

MEAL Coordinator (1)
Purpose
The MEAL Coordinator will ensure that monitoring, evaluation, accountability, and data management system is in place, sufficiently resourced, and successfully implemented from collection to visualization. She/he will be responsible for building the capacity of staff in all MEAL related work based on identified needs including providing technical support on data collection methods, data analysis, data quality assurance, client responsiveness, gender analysis, and result-based management. She/he will also ensure quality data collected is entered into a data platform, data analysis is completed by project teams, and will play a key role in the process of reporting on the impact of the RDV program to donors.
Key Roles and responsibilities
1.Technical leadership and management
ü Provide overall monitoring, evaluation, accountability, & learning leadership of the program, bringing coherence to all MEAL activities and setting priorities in designing and overseeing the implementation of the project’s MEAL activities in collaboration with the other technical advisors and the implementation team.
ü Working with the technical and MEAL advisors across the partners, ensuring shared, harmonized, and integrated MEAL approaches across the partners.
ü Provides capacity building and leadership of MEAL staff to ensure innovative, adaptive, and iterative learning approaches across the consortium.
ü Ensure the use of digital technology for information data collection, sharing, evidence generation, learning and technical approach adaptation.
ü Works in close coordination with executive director, ensure strong MEAL alignment with RDV’s overall program and strategy.

2. Monitoring:
ü Ensure that the program has a solid MEAL plan, Indicator Performance Tracking Tables (IPTT) and log frames.
ü Conduct frequent visits to field operations to assess the quality of the program, MEAL work, and ensure understanding and compliance with MEAL procedures and provide guidance and coaching to staff.
ü Support the Program and MEAL teams in updating the indicator tracking tables and provide necessary MEAL guidance regarding project performance.
ü Lead in the development of harmonized tools and guidelines for data collection, collation and reporting across the consortium.
ü Maintain a program database and ensure that the databases are updated regularly.
ü Capacity building of program staffon project related M&E templates/forms for data collection; like Indicator Performance Tracking Table (IPTT) etc.
ü Organize field visits to monitor program activities / interventions against Quality Benchmarks/Quality Checklists and produce & share reports with program team as well as management team based on quality and accountability findings.

3.REPORTING
ü Ensure quality and timely reporting of weekly, monthly, quarterly and annual reports to RDV and donors.
ü Create and maintain a system of communication, storytelling and case studies generated by RDV activities;
ü Ensure timely responses to donors and partners regarding M&E requirements, including follow-up of result frameworks, projects’ theories of change, risk matrix and other follow-up tools as needed.

ü Support Program teams in planning for and implementation of Beneficiary Feedback Mechanisms (BFMs) providing opportunity for beneficiaries to receive information about food distributions and standards, raise suggestions and recommendations for improvements, and understand protocols for action to be taken in response
ü Provide technical support in developing and managing Complaints Response Mechanism (CRM) tools to ensure accessibility by beneficiaries and stakeholders
ü Support Program teams in the identification and documentation of lessons learned and best practices
ü Facilitate dissemination of assessment and MEAL findings to stakeholders via preparation of learning/MEAL briefs, fact sheets, and presentation

Under the close supervision of Program manager,the General Food Distribution (GFD) Coordinator will be responsible for the implementation of general food distributions and the reception of food commodities in project target woredas in partnership with WFP. He/she will guide, train, direct and support project staff receiving commodity from the World Food Program and implementing distributions to all communities in their assigned woreda. The GFD Coordinator is ultimately responsible for scheduling distributions with the communities, including gathering registration lists, coordinating food receptions with WFP Logistics, ensuring timely, orderly distribution and warehouse related reporting and for ensuring timely and accurate beneficiary data collection.

Requirements
ü Coordinate / oversee the reception of food commodities at warehouses in their woreda of responsibility.
ü Coordinate with distribution supervisors ahead of distributions to ensure staff are ready for receiving food or distributing food.
ü Assist Program team in overseeing monthly schedule including distribution, beneficiary and warehouse reporting and administrative.
ü Oversee and ensure the commodity tracking mechanisms are in place and correctly being implemented by the staff in their woreda of responsibility.
ü Timely coordination with woreda focal points and logistics team to ensure vehicle requests are submitted at least five days ahead of planned distributions.
ü Timely coordination with Government Liaison to ensure government stakeholders are informed of intervention areas, intervention timelines and distribution timing.
ü Coordinate with Distribution focal points to ensure registration lists have been gathered from communities ahead of planned distributions.
ü Coordinate with WFP Logistics department to arrange for the reception of food commodity trucks at the appropriate warehouse / food distribution point.
ü Submit daily and monthly quantitative reports to line manager.
ü Act as focal point to stakeholders for all matters concerning Food Assistance in districts of operation, including WFP, Food Security Cluster and government stakeholders as needed.
ü Ensure sufficient distribution materials are available and/or procured in a timely fashion.
ü Ensure all project activities are conducted in accordance with the Field Level Agreement (FLA) and proposal between RDV and WFP.
ü Perform any other tasks assigned
Job Requirements
ü Bachelor or Master’s degree in Agriculture, Business Administration, Social Science or Economics, Humanitarian Aid preferred; and three to five years related experience in Project Management, Project Coordination, Food Assistance Programming; or equivalent combination of education and experience.
ü Solid experience in food distribution modalities and management
ü Fluent in Somali and English languages
ü Knowledge of WFP food distribution is an asset
ü Knowledge of local context is desirable
ü Previous experience in commodity management
