Relief and Development for Vulnerable (RDV) is a non-governmental, non-profit making, non-political and non-religious Civil Society Organization (CSO), initiated by multidisciplinary pastoral background youth, committed to contribute to living condition of marginalized, vulnerable and fragile part of pastoral community.  RDV is registered under the Ethiopian civil society charity organization number 11/10/2016. RDV mission is to ensure that pastoral communities have sustainable livelihood, access to basic services, healthy and prosperous pastoral and agro pastoral societies in Somali region through provision of basic service, income generation and social empowerment, for all vulnerable groups (particularly women, children and disabled) living in the Somali Region of Ethiopia.

IT Officer

Purpose of the role: – Ensure the provision of an effective and appropriate ICT service designed to meet the needs of the RDV. Maintain and develop the ICT infrastructure to ensure best value and to support fit for purpose systems and solutions. Maintain local and wide area networks and support remote working.

 Roles and responsibilities

ü  Manage the configuration, installation and deployment of RDV covering mobile devices, computers, printers and photocopies

ü  Installing and configuring computer hardware, software, systems, networks, printers, and scanners

ü  Ensure that the equipment under his/her responsibility is in good working condition, by inspecting regularly the hardware and installations. If required, arrange promptly repairs or replacement as necessary according to established procedures

ü  Support Targeting and Digital Registration of beneficiaries

ü  Monitoring and maintaining computer systems and networks

ü  Responding in a timely manner to service issues and requests

ü  Providing technical support across the organization (this may be in person or over the phone)

ü  Setting up accounts for new employees Repairing and replacing equipment as necessary

Maintaining physical security and good order in Data Centre and ICT working environments, ensuring all cabling is tidy and appropriately labelled and any equipment alerts or faults identified in the environment are evaluated and dealt with appropriately.

IT Assistant

Somali region is highly vulnerable to climatic shocks and is one of the most drought-prone regions of Ethiopia, and the severe drought that began in late 2020 has continued into 2023 with the passing of five poor to failed rainy seasons. As per the recent Food Security Monitoring System (FSMS) assessment, an estimated 2.2 million people are targeted for humanitarian response in drought-affected areas (composed of severely food insecure and moderately food insecure people depending on food assistance as the main food source. RDV has received funding from World Food Program and will implement a project named Provision of life-saving general food and cash assistance to food insecure population and internally displaced persons in the Somali region to meet their basic food needs in cluster two target woredas namely East-Emay, Dhanan, Adadle,  Abakorow, Gode, Kalafo, Mustahil, Fefer, Berano, Elele, Elwayne,  Horashagah, Elkari, Hargelle, West-emay,  Raaso,  Gorabaqasa, Guradhamole, Lagahida and Salahad.

Purpose of the role: – .

Under the supervision of the ICT officer, the ICT Assistant position is to assist the ICT officer in the implementation of IT-related activities in RDV project operation areas. He/she will work under the day to day supervision of the ICT officer, who will provide him/her full support in the implementation of all relevant activities.

 Roles and responsibilities

ü  Provide assistance in computer hardware and software systems

ü  Set up and configure desktop computers and accounts assigning security level

ü  Install software and repair hardware’s

ü  Troubleshoot, diagnose problems, implement corrective action and/or escalate to other technical resources as appropriate

ü  Administer user accounts

ü  Support Targeting and Digital Registration of beneficiaries

Logistics Officers (5)

Job Purpose: –

The Logistics Officer is overall responsible for providing the supply chain needs/requirements of the project including procuring all program supplies and services, accounting for all assets, managing stocks, and managing fleet concerns.

KEY AREAS OF ACCOUNTABILITY:

Project Delivery

ü  Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and RDV standards;

ü  Support or manage logistics operational activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries;

ü  Collect and analyses data through research and networking with colleagues to recommend actions to senior staff to improve performance of local logistics operations;

ü  Contribute to consolidation and preparation of operational pipeline planning, and to the management of operational aspects of the supply chain.;

ü  Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders;

ü  Support the capacity building of RDV staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g. through the design and review of training materials);

ü  Identify and build productive relationships with program colleagues and staff within the area of assignment to support an integrated approach to food assistance;

ü  Follow emergency logistics preparedness practices, participate in preparation of Logistics Capacity Assessment (LCA), to ensure the Logistics Cluster is able to quickly respond and deploy needed resources to FDP.

ü  Ensures proper documentation of all Supply Chain processes.

ü  Responsible for submission of the Supply Chain KPI Report to the executive director.

ü  Issues assets to staff and tracks assets assigned to staff through the Asset Register.

ü  Oversees fleet concerns that includes the daily movement of the program and support staff, mobilization of program supplies for distribution and submission of the monthly Fleet Analysis.

ü  Responsible for tracking, receiving, and stocking all items ordered

ü  Ensure materials are appropriately stored

ü  Responsible for keeping track of all supplies received and dispatched through the Warehouse Tracker and for keeping documentation for these movements intact, including acknowledgement from beneficiaries for distributed foods.

ü  Assist and accommodate the implementation team in all of the administrative and logistics support needed.

Monitoring and Evaluation

ü  Finalize reports on the status of the available and distributed foods including Institutional Learning

ü  Contribute to organizational learning and enhanced capacity in planned intervention and activities by providing feedback to the team on things and areas that are to be improved

ü  Outlines recommendations for key issues that arise during the project implementation

Security and Safety

ü  Contribute to the running monitor of the prevailing security conditions by gathering securityrelated information.

ü  Assist in ensuring that the necessary measures are in place to ensure security, safety, health, and well-being RDV staff, and other visitors; and that security standards and procedures are strictly adhered toSupport partnering efforts and opportunities with the Local Government Units, other government line agencies and structures, NGOs, WFP and other stakeholders through consultation, information sharing when necessary.

Targeting Officers (one per woreda)

Job Purpose: –

Under close supervision of GFD coordinator, the targeting officer will be responsible for targeting andregistration of the worst-affected households based on vulnerability analysis mapping. He/she will ensure the project has targeted the right needy people in accordance with the RDV and WFP country strategies.

Roles and responsibilities

Implement and further improve on the Beneficiary Enhanced Selection Tool (BeST)

ü  Provide technical support and training to program staff and key stakeholders on the BeST
 Manage all aspects of the BeST process.

ü  Manage beneficiary distribution list and enrolment verification

ü  Update the allocation sheet of CPs based on the results of the BeST exercise

ü  Verify the beneficiary lists and compare to reports in terms of total caseload for each food distribution point

ü  Conducting Random Sampling exercise of beneficiaries signed lists to check the accuracy of beneficiaries’ lists.

ü  Regularly follow up food distribution timing and security in all food distribution points

ü  Supporting in checking the beneficiaries’ lists related to complaints received from people deleted/ or not receiving assistance in case.

Manage beneficiary data collection and database

ü  Participate in the planning and management of beneficiary data collection, including BeST data entry to replace errors in the initial data collection.

ü  Support and monitor the beneficiary data collection process

ü  Establish community registration or targeting committee and ensure are good representative for the community

ü  Clean the BeST database and find duplications and/or ghost beneficiaries

ü  Run the categorization of BeST data by running the scorecard script on the database

ü  Conduct a simple analysis on the BeST data and present it on Tableau

ü  Ensure all the processes are duly recorded and publicly announced to all households within the community

ü  Contribute in designing electronic beneficiary targeting tools using XLS Form, kobo collect, ODK etc

 Support program with beneficiary targeting

ü  Contribute to the Food Security Cluster regarding geographic targeting of RDV food assistance from WFP.

ü  Participate in conducting vulnerability and food needs assessment according to guidelines provided by the RDV in accordance to WFP standards and guidelines.

ü  Provide visualized reports on caseload vs. beneficiaries vs. actuals in the form of Tableau dashboards to be shared within the RDV and WFP.

Job Purpose: –

Under close supervision of Field Manager, the MEAL Officer will execute MEAL system in all program interventions in designated area. He/she will ensure Smooth functioning of MEAL system in all project operation areas. He/she will Make sure the complaint & feedback mechanisms are well functional in the designated area.

Roles and responsibilities

ü  Facilitate design of “SMART” objectives, logic models, monitoring frameworks and evaluation plans

ü  Ensure the alignment of M&E activities with program goals

ü  Contribute to the development of MEAL plans to identify project targets and ensure inclusion of M&E activities

ü  Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions

ü  Ensure adherence to specific monitoring and reporting requirements

ü  Analyze data for accuracy, flag validation or quality issues, and contribute to organizational MEAL system.

ü  Generate indicator reports for tracking progress against key indicators as needed

ü  Create and integrate graphics in reports and information products to help visualize data in a meaningful way

ü  Edit content and presentation of all reporting and deliverables before submittal to ensure superior quality and professionalism

Reporting

ü  Produce and share weekly, monthly, quarterly, yearly compiledMEAL report to the MEALManager and program team through proper channel.

ü  Ensure that all the data related to MEAL action Plan tracker & CFM database are recorded and updated in a timely manner through MEAL Assistant.

ü  Coordinate closely with all RDV staffs and report with updated complaints registered, their resolution process, Action plan tracker & other MEAL related issues.

ü  Assist to MEAL manager to generate quality MEAL report.

ü  Carry out dual responsibility in case of emergency as per organizational requirement.

Accountability

ü  Establish an effective functional system for complaints/feedback handling and response mechanisms at community level in the support of MEAL Assistant.

ü  Ensure the Complaint Feedback Mechanism (CFM) are functional and accessible to beneficiaries.

ü  Develop regular trend analysis of complaints at organizational level and share it with program team as per protocols.

ü  To assist MEAL manager in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per RDV protocol.

ü  Make sure that the action agreed plans and CFM action plans are followed in timely manner or not by program team.

ü  On quality and accountability issues, share all information (monitoring reports, CFM databases, preliminary verification reports, case studies etc)

ü  Share MEAL findings & CFM issues in each weekly and monthly meeting as defined in the protocol.

ü  Ensure that the CFM guideline is being followed by all staffs within RDV.

MEAL Coordinator (1)

Purpose

The MEAL Coordinator will ensure that monitoring, evaluation, accountability, and data management system is in place, sufficiently resourced, and successfully implemented from collection to visualization. She/he will be responsible for building the capacity of staff in all MEAL related work based on identified needs including providing technical support on data collection methods, data analysis, data quality assurance, client responsiveness, gender analysis, and result-based management. She/he will also ensure quality data collected is entered into a data platform, data analysis is completed by project teams, and will play a key role in the process of reporting on the impact of the RDV program to donors.

Key Roles and responsibilities

1.Technical leadership and management

ü  Provide overall monitoring, evaluation, accountability, & learning leadership of the program, bringing coherence to all MEAL activities and setting priorities in designing and overseeing the implementation of the project’s MEAL activities in collaboration with the other technical advisors and the implementation team.

ü  Working with the technical and MEAL advisors across the partners, ensuring shared, harmonized, and integrated MEAL approaches across the partners.

ü  Provides capacity building and leadership of MEAL staff to ensure innovative, adaptive, and iterative learning approaches across the consortium. 

ü  Ensure the use of digital technology for information data collection, sharing, evidence generation, learning and technical approach adaptation.

ü  Works in close coordination with executive director, ensure strong MEAL alignment with RDV’s overall program and strategy.

ü  Provide leadership for Quality Assurance and Quality Improvement measures in governance work.

2. Monitoring:

ü  Ensure that the program has a solid MEAL plan, Indicator Performance Tracking Tables (IPTT) and log frames.

ü  Conduct frequent visits to field operations to assess the quality of the program, MEAL work, and ensure understanding and compliance with MEAL procedures and provide guidance and coaching to staff.

ü  Support the Program and MEAL teams in updating the indicator tracking tables and provide necessary MEAL guidance regarding project performance.

ü  Lead in the development of harmonized tools and guidelines for data collection, collation and reporting across the consortium.

ü  Maintain a program database and ensure that the databases are updated regularly.

ü  Capacity building of program staffon project related M&E templates/forms for data collection; like Indicator Performance Tracking Table (IPTT) etc.

ü  Organize field visits to monitor program activities / interventions against Quality Benchmarks/Quality Checklists and produce & share reports with program team as well as management team based on quality and accountability findings.

ü  Leads in the quality of program design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan etc.

ü  Lead in conducting data quality assessment to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to program teams;

ü  Analysis against the performance indicators and targets on periodic basis

ü  To carry out follow-up monitoring visits to materialize actions agreed and update these in the online “Monitoring-Action Plan Tracker’.

ü   Support program teams in developing quality program report

3.REPORTING

ü  Ensure quality and timely reporting of weekly, monthly, quarterly and annual reports to RDV and donors.

ü  Create and maintain a system of communication, storytelling and case studies generated by RDV activities;

ü  Ensure timely responses to donors and partners regarding M&E requirements, including follow-up of result frameworks, projects’ theories of change, risk matrix and other follow-up tools as needed.

ü  When needed and upon requirement of the RDVMEAL Strategy, support in the development of proposals.

4. Accountability, learning, dissemination and use of findings

ü  Support Program teams in planning for and implementation of Beneficiary Feedback Mechanisms (BFMs) providing opportunity for beneficiaries to receive information about food distributions and standards, raise suggestions and recommendations for improvements, and understand protocols for action to be taken in response

ü  Provide technical support in developing and managing Complaints Response Mechanism (CRM) tools to ensure accessibility by beneficiaries and stakeholders

ü  Support Program teams in the identification and documentation of lessons learned and best practices

ü  Facilitate dissemination of assessment and MEAL findings to stakeholders via preparation of learning/MEAL briefs, fact sheets, and presentation

ü  Promote accountability, learning and knowledge management as part of the implementation of the MEAL framework.

ü  Contribute to creating and maintaining the proper conditions for documentation of learning opportunities and best practices. Help establish a safe environment for the sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies.

ü  Establish and maintain a system of project review in collaboration with project managers, implementing partners and the MEAL Team

ü  Work with the MEALofficer and program team to set up, implement and monitor suitable feedback and accountability mechanisms for the food assistance project.

5. Capacity Building and Management

ü  Coordinate technical assistance and capacity strengthening for MEAL and program team in project management standards and related MEAL activities. Help identify training opportunities, develop training schedules and deliver trainings where possible.

ü  Provide leadership and manage the MEAL team by providing sufficient support and guidance for the team members to achieve their tasks/objectives in the best quality possible while ensuring an open and engaging environment focused on supportive supervision, constructive feedback, recognition of effort and respect of work/life balance

Commodity Accountants

Job Purpose: –

Under the overall supervision of logistics officer, the commodity accountant will manage all receipts and dispatches of food commodity by program and allocation to various centers. He/she will ensure that commodity receipts and dispatches are accurately recorded and timely reported

Roles and responsibilities

Requirements

ü  Handles and keeps records of all commodity allocations;

ü   Prepares dispatch notes with all the necessary information and pass it to the Warehouse keeper;

ü  Follow up on waybills, commodity transportation and distributions plans in close collaboration with program team.

ü  Handle commodity data entry and reporting 

ü   Keeps track of the returning of confirmed dispatch notes to ensure that commodities dispatched to centers have arrived to appropriate destination

ü  Regularly monitor commodity data and clean errors

ü  checks that monthly commodity reports by centers and programs are in order, receipts and dispatches during the month and balance at the end of the month are properly compiled; and reconcile the balance with monthly physical inventory.

General Food Distribution Coordinators

Job Purpose: –

Under the close supervision of Program manager,the General Food Distribution (GFD) Coordinator will be responsible for the implementation of general food distributions and the reception of food commodities in project target woredas in partnership with WFP.  He/she will guide, train, direct and support project staff receiving commodity from the World Food Program and implementing distributions to all communities in their assigned woreda. The GFD Coordinator is ultimately responsible for scheduling distributions with the communities, including gathering registration lists, coordinating food receptions with WFP Logistics, ensuring timely, orderly distribution and warehouse related reporting and for ensuring timely and accurate beneficiary data collection. 

KEY AREAS OF ACCOUNTABILITY:

Requirements

ü Coordinate / oversee the reception of food commodities at warehouses in their woreda of responsibility.

ü   Coordinate with distribution supervisors ahead of distributions to ensure staff are ready for receiving food or distributing food.

ü   Assist Program team in overseeing monthly schedule including distribution, beneficiary and warehouse reporting and administrative.

ü   Oversee and ensure the commodity tracking mechanisms are in place and correctly being implemented by the staff in their woreda of responsibility.

ü   Timely coordination with woreda focal points and logistics team to ensure vehicle requests are submitted at least five days ahead of planned distributions.

ü  Timely coordination with Government Liaison to ensure government stakeholders are informed of intervention areas, intervention timelines and distribution timing.

ü   Coordinate with Distribution focal points to ensure registration lists have been gathered from communities ahead of planned distributions.

ü   Coordinate with WFP Logistics department to arrange for the reception of food commodity trucks at the appropriate warehouse / food distribution point.

ü   Submit daily and monthly quantitative reports to line manager.

ü   Act as focal point to stakeholders for all matters concerning Food Assistance in districts of operation, including WFP, Food Security Cluster and government stakeholders as needed.

ü  Ensure sufficient distribution materials are available and/or procured in a timely fashion.

ü   Ensure all project activities are conducted in accordance with the Field Level Agreement (FLA) and proposal between RDV and WFP.

ü  Perform any other tasks assigned 

Job Requirements

ü  Bachelor or Master’s degree in Agriculture, Business Administration, Social Science or Economics, Humanitarian Aid preferred; and three to five years related experience in Project Management, Project Coordination, Food Assistance Programming; or equivalent combination of education and experience.

ü  Solid experience in food distribution modalities and management

ü  Fluent in Somali and English languages

ü  Knowledge of WFP food distribution is an asset

ü  Knowledge of local context is desirable

ü  Previous experience in commodity management
